Position Summary:

The Associate General Counsel for Healthcare is charged with providing advice and support to the SIU Board of Trustees, President, SIU Carbondale Chancellor, Dean and Provost of the SIU School of Medicine (“School”), and other administrators, faculty, and staff, on the University’s campuses but primarily those located at the SIU School of Medicine in Springfield, serving as a primary advisor related to healthcare matters, including healthcare compliance.  This position reports to the General Counsel and administratively to the Senior Associate General Counsel for Healthcare Litigation and will be located at the university’s Springfield campus.  Occasional travel is required, including, but not limited, to the other university campuses in Edwardsville and Carbondale.


Duties and Responsibilities:

The primary responsibilities for this position are to draft and review grants, contracts, leases and other legal documents and agreements, including advising with regard to state procurement requirements; provide advice and counsel concerning fraud and abuse statutes and regulations, including Anti-Kickback Statute, Stark Law, and False Claims Act issues; provide advice and counsel concerning the Health Insurance Portability and Accountability Act (HIPAA); provide advice and counsel concerning medical research, including human subject and laboratory animal related issues; provide advice and counsel regarding student and medical residency affairs issues; matters that overlap the School and its faculty practice plan; serve on and advise School of Medicine or university committees as assigned (including, but not limited to the Springfield Committee for Research Involving Human Subjects).  Other responsibilities include providing advice and guidance on subpoena responses; reviewing and drafting policies and guidelines; maintaining up-to-date knowledge of various healthcare and academic regulatory and compliance matters, providing advice and recommendations regarding the same; performing legal research; and performing other duties as assigned.  


Minimum Qualifications:

  1. Juris Doctorate from an accredited law school;

  2. At least five (5) years of experience in the licensed practice of law, in areas congruent with healthcare;

  3. A strong academic record;

  4. Excellent oral and written communication skills;

  5. Exceptional judgment, legal research skills, analytical problem solving abilities, and ability to negotiate;

  6. The highest ethical standards, integrity, and trustworthiness;

  7. The ability and enthusiasm to work in a team-oriented environment with an emphasis on collaboration but also with the ability to work independently;

  8. The demonstrated ability to build and maintain relationships with colleagues;

  9. The ability to manage multiple and changing priorities;

  10. Admission to the Bar of the State of Illinois or within three (3) months of appointment to the position.


Preferred Qualifications:

Preference will be given to applicants with demonstrated experience in areas of healthcare compliance and regulation, medical research, public administration, state procurement, corporate transactions, and non-profit governance.  Prior legal practice in institutions of higher education and/or governmental settings and the ability to identify legal issues related to operation of an academic medical center is preferred.  Compensation shall be commensurate with successful applicant’s experience and academic credentials.
